1. The establishment of the pilot zone
On February 28, 2013, the State Council approved the establishment of Hainan Boao Lecheng International Medical Tourism Pilot Zone and granted nine unique support policies, which can be summarized as "four concessions"; the pilot zone was named by Premier Li Keqiang himself and was hailed as the second movement of the Boao Forum for Asia.


2. Overall planning of the pilot zone
Located on both sides of the Wanquan River between Qionghai City and the core area of the Boao Forum for Asia, it includes Lecheng Island;
It is no more than 10 minutes' drive from Boao Airport, the train station, Wenbo Expressway, and the East Line Expressway;
The pilot zone has a beautiful ecological environment and a pleasant climate. It has unique landscape resources of "water islands, forests and fields", and the PM2.5 value is about 5 all year round;
The construction land is 9.96 square kilometers, and the planning requires "three lows and one high" low plot ratio, low building density, low building height, and high greening rate. Most areas are limited to 24 meters, which is about the height of a coconut tree.


3. Enter Lecheng and interpret the "National Nine Articles" policy
"State Council's Reply on the Approval of the Establishment of Hainan Boao Lecheng International Medical Tourism Pilot Zone" (State Letter [2013] No. 33)
Speed up the registration and approval of medical devices and drugs imported into the pilot zone.
Implement medical technology access in accordance with the Medical Technology Clinical Application Management Measures and relevant provisions on medical technology clinical research.
When approving non-public medical institutions in the pilot zone and their diagnosis and treatment subjects, the health department may approve large medical equipment that needs to be equipped within the scope of their practice and meets the configuration standard requirements.
The practice time of foreign doctors in the pilot zone is extended to 3 years on a trial basis.
Foreign capital is allowed to establish medical institutions in the pilot zone.
For some medical devices and drugs that the pilot zone really needs to import in the future and have higher tariff rates, the Ministry of Finance should work with relevant departments to coordinate and study to appropriately reduce import tariffs.
According to the actual development and construction of the pilot zone, Hainan Province will appropriately increase the planned indicators of new construction land; if it involves the adjustment of basic farmland, it should be approved in accordance with the national legal procedures.
Support and guide the pilot zone to introduce relevant international organizations such as ecology, medical care, and new energy to host international conferences.
Encourage the pilot zone to use multiple channels for financing and attract social investment.

6. Licensed drug and medical device traceability management platform
Establish a licensed drug and medical device traceability management platform, build a licensed drug and medical device traceability management platform based on laws and regulations, based on a supervision network, a credit system, and supported by information technology, and realize the electronic approval of multi-departmental business and the traceability of the source, destination, and responsibility of licensed drugs and medical devices.
7. 2025 goals
The pilot zone has made breakthrough progress in the construction of a characteristic technology advanced clinical medicine center and a cutting-edge medical technology research and development transformation base, and achieved the "three synchronizations" of medical technology, equipment, and drugs with international advanced levels.

9. “Never-ending” International Innovative Pharmaceuticals and Medical Devices Exhibition
Over 80 international innovative pharmaceutical companies from 18 countries participated in the exhibition;
